Promoting Employment in Africa through Public-Private Cooperation.

Africa is poised for remarkable growth with its expanding young population, vibrant economic development, and burgeoning infrastructure. However, while major investments in sectors such as agriculture, energy, and transportation are creating new opportunities, a persistent skills gap prevents many African workers and local companies from fully benefiting. The Covid-19 pandemic has further exacerbated this challenge by disrupting investments and businesses in sub-Saharan Africa. This is where the Employment and Skills for Development in Africa (E4D) initiative steps in, offering a lifeline through public-private cooperation.

What is E4D?

Launched in 2015 and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ), E4D is co-funded by the European Union, Norwegian Agency for Development Cooperation (Norad), Korean International Cooperation Agency (KOICA), and private sector partners such as Sasol and Quoniam Asset Management. The initiative operates across six African countries: Ghana, Kenya, Mozambique, South Africa, Tanzania, and Uganda, aiming to address the mismatch between job availability and the skills of local workers. By fostering partnerships with the private sector, governments, and development organizations, E4D seeks to boost employment opportunities and enhance the economic conditions for Africans.

The E4D Approach: A Holistic Model for Employment Promotion

E4D’s unique model hinges on public-private cooperation, ensuring that both the public sector and private enterprises work hand-in-hand to drive sustainable employment solutions. The initiative addresses two key areas:

  1. Boosting Job Creation: E4D focuses on increasing demand for labor across a variety of sectors, including renewable energy, agriculture, tourism, construction, food processing, and transportation. The initiative also integrates disadvantaged groups, such as women and rural populations, into value chains, creating opportunities as employees, suppliers, and business partners.
  2. Enhancing Employability: To meet the demands of the growing economy, E4D works with private sector companies and educational institutions to offer training courses and job placements, ensuring local workers are equipped with the necessary skills. The program also prioritizes green jobs in sectors like energy efficiency, ecological agriculture, waste management, and digitalization, paving the way for sustainable economic development.

Public-Private Partnerships: A Driving Force for Success

Key to E4D’s success are its partnerships with leading companies and organizations, including Samsung Electronics West Africa Ltd, Olam Ghana Limited, Vodacom Pty Ltd, Equity Bank, and Kenya Association of Manufacturers, among others. These partnerships provide training, employment, and value chain integration opportunities, while also collaborating with government agencies, non-governmental organizations, universities, and vocational schools.

This cooperation ensures that job creation initiatives are sustainable and scalable. Successful projects are replicated in new regions and industries, multiplying their impact and benefiting more communities.

Prioritizing Inclusivity and Gender Equality

An integral part of E4D’s mission is to ensure inclusivity, especially for women. Gender mainstreaming efforts are embedded within the program, empowering women through targeted training, entrepreneurial support, and employment opportunities. By promoting women-led businesses and increasing the participation of women in various sectors, E4D is contributing to greater economic equality and sustainable development.

With a timeline running from 2015 to 2023, E4D has already made significant strides in improving employment opportunities and economic development in Africa. Through strategic public-private cooperation, it is empowering local workers, reducing the skills gap, and creating sustainable jobs for a brighter future.
